Out-of-State Tuition Reimbursement Approval
Beginning August 3, 2026, paper copies of variances will no longer be accepted.

The application for Out-of-State Tuition Reimbursement is now submitted electronically through the 麻豆影院 Business Portal (see directions below). The guidance titled, 鈥淧lacement of Students with Disabilities in Approved Out-of-State Residential Schools鈥 will be updated to reflect this change.听听
These business portal applications allow school districts to submit applications for approval of 麻豆影院 reimbursement of tuition costs for placements of students with disabilities in out-of-State approved programs.
Staff that are authorized to submit and certify surveys on behalf of the school district can find the applications on the SED Monitoring and Vendor Performance System (SEDMON) in the SED Business Portal under State Aid Reimbursement of Tuition Costs for Students in 麻豆影院 Approved Out-of-State Schools Application.
Process to Apply for State Aid Reimbursement of Tuition Costs for Students in 麻豆影院 Approved Out-of-State Schools Application
1.听Go to the 麻豆影院 Business Portal ();
2. Click on the 鈥淟og In鈥 button;
3. School District Superintendent or authorized data entry user: enter your username and password for your school district.
4. Click on 鈥淪ED Monitoring and Vendor Performance System鈥 under 鈥淢y Applications;鈥
5. Select 鈥淰iew Surveys for Special Education 鈥 District;鈥
6. Find the report titled "State Aid Reimbursement of Tuition Costs for Students in 麻豆影院 Approved Out-of-State Schools Application"
7. Click on 鈥渧iew鈥 to begin/continue to input information required for the application.
The task of inputting information can be delegated by the Superintendent or Building-Level Leader through the State Education Department Delegated Account System (SEDDAS).听The Superintendent or Building-Level Leader retains exclusive rights to certify and submit surveys. Information about delegating rights and assigning surveys can be found on SEDDAS' webpage听or by following the directions found at Delegating Rights for Data Entry and Data View.
Please be advised, in accordance with the 麻豆影院 Court of Appeals Opinion, in the Matter of D.L. v. S.B. et al., an Interstate Compact on the Placement of Children (ICPC) request is not required for school district placements in Out-of-State residential schools.听 An ICPC request is still applicable to foster care and preliminary adoptive homes (for additional information, see ).
